Matsuura was born in Obihiro, Hokkaido in 1938. He graduated from Asahikawa School, Hokkaidou University of Education. During his teaching career, Matsuura has been active as both a composer and arranger.

    His HAN-NYA, selected as a test piece for the 1996 All Japan Band Contest, has also been received very favorably in the United States. Other works by Kinya Matsuura include Ooyuki-no-hibiki, Kodou, Machibouke, Sanka, and Kodomo-no-uta.
